The flying fish has adapted perfectly for predator evasion by becoming more aerodynamic with pectoral fins that serve as wings and a tail made for maximum thrust. 
Chapter III explores the idea that humans cannot physical adapt fast enough to an environmental threat that they themselves have created, but can only build man-made protections around it instead.
